Santa Ana will not hand over an encroachment permit without three things: a city business license, a certificate of insurance on the city's own terms, and a contractor's license in the right classification. All three sit in our file, so curb and apron work starts on time.

The visit is free and it starts with a spade. There is no sandy first foot in this city to dig through, so the hole tells us how wet the clay is and what depth of rock has to go over it. Breakout, base, pour, finish and clearing away are then itemised.
Every pour leaves with a guarantee in writing covering how it was built - depth, base, joints and finish - and its wording is printed on the paper you sign. What we get called back to on this ground is a slab rutted down into soft clay, and that one is ours.

Bristol Santa Ana Concrete is a concrete firm run from a yard on South Bristol Street in Santa Ana, CA. Alonso Guerra set it up in 2017 after 19 years on central Orange County crews, and the work now covers 20 towns, none of them further out than 25 miles.
The county seat was incorporated in 1886, so the stock runs from pre-war bungalows in the registered neighborhoods to post-war blocks and infill built last decade. Twenty-seven square miles hold more than 330,000 people, which is why so much of what we pour goes in through a side gate or off an alley.
The C-8 Concrete classification is ours, registered with the California Contractors State License Board. Every site carries liability insurance on every job. We take the permits into the Ross Annex counter ourselves and meet the inspector, instead of handing you a list of things to go and do. Every estimate is measured and written on site.
Our Standard
None of this loosens on a small job. The clay is checked for moisture before any rock goes over it, the depth is set by whatever ends up parked there, and the saw goes through a slab the same evening it is poured.

Alonso Guerra started Bristol Santa Ana Concrete in 2017, having spent 19 years on concrete crews around central Orange County before that - alley aprons behind Heninger Park garages, yard slabs off Dyer Road, front walks in the registered streets. The C-8 license is in his name, he lives in the city, and he measures every estimate himself and stands on the lot for every pour.

Local Knowledge
The county seat, drained river bottom under nearly all of it, and two permit counters with different rules about what can be done the same day.
Santa Ana was incorporated in 1886 and is the county seat, and it is also one of the tightest cities in the state: 27 square miles carrying more than 330,000 people across 60-odd neighborhoods. That density is a practical fact on a job. Frontages are narrow, garages open onto alleys, and a good share of what we pour goes in by barrow through a gate that will not take a machine.
Under nearly all of it is old river bottom. The flats through the middle of the city map as Chino silty clay loam, drained - roughly 31 percent clay from the surface down to two feet, with no sandy layer over it - and the lower west side runs to Bolsa silt loam. Both were drained for farming, both hold water, and both pump under a compactor if you work them wet. Look your own block up on the USDA Web Soil Survey.
There are two counters. The building permit comes from the Building Safety Division at 20 Civic Center Plaza, Ross Annex, and smaller jobs can be issued the same day - though not on a historic register property, nor in SD-19 French Park or SD-40 Heninger Park. Anything past the property line is an encroachment permit from Public Works Development Engineering, and the city runs a moratorium on cutting a street it has recently resurfaced.
Two things decide it here: lots are small, so one surface takes the car and everything else you do outside, and the ground under it is clay that softens every time it rains.

Asphalt goes down cheapest and costs the most to keep. Pavers ask the most up front and drop one at a time into a soft patch. Concrete lands between them.
Because the flats are old river bottom, drained for farming long before the streets went in. There is no fan gravel in this city and no sandy top foot: what a spade turns over at grade is the same fine material still sitting there two feet down.
It has to be near the right moisture, which after rain means waiting. Roll a compactor over wet silty clay and it pumps: the surface waves, the plate sinks, and nothing gains density. A day or two of drying back buys a base that actually compacts.
Damp mornings, not heat. Ten miles from the water the marine layer sits over the city until mid-morning for much of May and June, and July here averages 82 degrees. A slab poured under it sets slowly and stays too wet to seal on the day you hoped.
They decide where it cracks. Concrete loses volume while it cures and has to part somewhere; sawing every 2 to 3 feet per inch of thickness hands that movement a line we picked rather than one it picks itself. The saw follows the pour the same day.
Sometimes. The city runs a PBx Express permit issued over the counter for jobs needing no plan check, but historic register properties, contributive buildings and anything inside SD-19 French Park or SD-40 Heninger Park are excluded and go the longer way.
4 inches under feet and a car, 5 to 6 where a work truck, a trailer or a workshop stands. Nothing on an estimate buys as much for as little, and nothing is harder to put right afterwards - an inch short parts under ordinary use inside a few years. Ours is written down.

Depth first: going from 4 inches to 5 puts a quarter more concrete in the truck, and more rock underneath it. Then how much of the old surface has to come up, how far it travels on a tight lot, and the finish you pick. All four get measured on the free visit and written down.
Access does, more than anything, on lots this size. A frontage a machine can get onto is a different day's work from one where every barrow goes down the side of the house. After that it is the square footage, the depth, and how much of the old slab comes up and goes on the truck.
By area, access and finish, in that order. Most are 4 inches over compacted rock, so the size sets the concrete. Then it is whether the gate takes a machine or the whole pour goes through by barrow, and whether you want it broomed, sawn into panels or stamped.
4 inches is the least under a car and 5 to 6 where a work truck or a trailer sits. On ground that softens when wet, more of the load is carried by the slab itself than by what it rests on, so depth counts for more here than it would over gravel. What we pour is on the estimate.
Yes, and on this ground by a distance. Nearly all of what goes wrong begins beneath the concrete, not inside it. Rock spread and rolled in layers gives the slab something even to sit on and pulls water off its underside; laid straight onto soft clay it bridges the weak spot until it breaks over it.
They do not stop it, they aim it. A curing slab loses volume and has to give somewhere, and an uncut one picks its own route across the middle. A sawn panel line takes that movement instead, so the crack lands tight, straight and where nobody looks. The cuts go in on pour day.
It is, in its own way. The city is built on the old Santa Ana River bottom, drained for farming before the streets went in, so what a spade finds is fine-grained and holds water. It swells through a wet winter, shrinks back over the summer and goes soft under load in between, and a slab has to be built to ride that.
Late spring and autumn. July here averages 82 degrees and August 84, so heat is not the problem - the marine layer is. Gray damp mornings slow the set and keep a surface too wet to seal, and in a wet winter the subgrade will not dry back enough to compact. We pour all year and plan round both.
It helps, though less urgently than inland. Bare concrete is porous, so oil, leaf tannin and irrigation water soak in and stain for good. Sealing every 2 to 3 years keeps that out, and on a colored or stamped surface it is what holds the color. A slab a car sits on wants it sooner.
3 to 5 working days on most house jobs, and the curing runs on after that. A tight frontage here adds time to the breakout, because material leaves by barrow rather than by machine. Foot traffic is fine after 24 to 48 hours, a car at 7 days, a loaded truck at 28.
Inside the lot line often not, and the Building Safety Division at the Ross Annex settles that against the job in front of you. Beyond your boundary it changes: the approach, the curb and the walk belong to the city, so Public Works Development Engineering issues an encroachment permit, and it wants a city business license and insurance written on the city's own terms. We lodge both.

A slab dropped into a soft patch is our fault. A hairline that ran down a cut line is the cut doing its job.
